We were greeted by the friends of the Ministry of Infrastructure Timor-Leste an institution responsible for the problems of telecommunications, roads and energy. Friends who welcomed us was Mr. Paulo Dacosta, Mr. Hilman Akil and two other female staff. Mr. Paulo Dacosta who is a manager at the Ministry of Infrastructure. East Timor’s National implementations Connevtivity Project (NCP) conducted by the National Directorate of the Ministry of ICT Infrastructure, which is led by Mr. Flavio C. Neves graduated from GMU.
